On June 1, 2024, the Seventy-Seventh World Health Assembly extended the mandate of the Intergovernmental Negotiating Body (INB) to draft and negotiate a convention, agreement, or other international instrument under the Constitution of the World Health Organization to strengthen the prevention, preparedness, and response to pandemics. The Health Assembly instructed the INB to complete its work as soon as possible and present its results for consideration by the Seventy-Eighth World Health Assembly in 2025, or earlier in a Special Session of the World Health Assembly if possible in 2024, with a single agenda item dedicated to this outcome. The World Health Assembly also decided that the INB should hold its next meeting in July 2024.
In this context, the 10th meeting of the INB (INB10) is taking place in hybrid format from July 16 to 17, 2024. The meeting will consider and agree on the work plan and meeting schedule of the INB and, as appropriate, updates to the INB’s working methods, in accordance with the decisions of the 77th World Health Assembly and the Special Session of the Health Assembly held in December 2021 that established the INB process. The decision of the World Health Assembly regarding the continued work of the INB allows for the rotation of the INB Secretariat, as appropriate, and if agreed upon within each region.
The opening and closing plenary sessions of the INB will be open to WHO Member States, Associated Members, Observers, and regional economic integration organizations, as well as to all relevant stakeholders.
