The Briefing: Critical Issues before INB 11 for a Fair Pandemic Treaty was successfully held on August 29th. This event brought together experts and representatives of various organizations such as K.M. Gopakumar, Third World Network; Nithin Ramakrishnan, Third World Network; Lauren Paremoer, People’s Health Movement; Javier Llamoza, Acción Internacional para la Salud-Perú and Luis Villarroel, Director of Innovarte ONG.

In view of the upcoming 11th Session of the Intergovernmental Negotiating Body (INB), we analyzed relevant content to ensure fair access to health, treatments and technologies in developing countries in the framework of an International Agreement on pandemics #pandemictreaty #treatmentpandemics.

The discussion focused on the challenges of technology transfer, local production and equitable access to health products.

Several key points were highlighted:

 Challenges in Technology Transfer: It is mentioned that the current provisions on technology transfer are vague and voluntary, which may hinder the speed and efficiency needed during a pandemic.

 Intellectual Property Rights: There are concerns about how the current system of intellectual property rights may be an obstacle to technology transfer and the development of production capacities in various regions, especially in Africa.

 Need for a Financing Mechanism: The importance of establishing a financial mechanism to support pandemic preparedness and response, ensuring that developing countries can express their needs and priorities, is discussed.

 Equitable Access to Health Products: Emphasizes the need to ensure that health products are available in the areas where they are most needed, rather than relying on an unpredictable donation model.

 International Collaboration: Stresses the importance of international cooperation to ensure that countries share information and resources fairly and equitably.

These points reflect the complexity of the challenges facing the international community in pandemic management and the need for a coordinated approach among countries and members of civil society.
